It's been a year since the events of "Earth 2 - World's End" and "Convergence" forced survivors from Earth 2 to move to New Earth 2. Twelve cities have been constructed, including New Gotham with Overwatch being the governing body of the planet. New Batman Dick Grayson, who has saved a boy and his dog during his mission, is in pursuit of Overwatch-One Terry Sloan, and he's not the only one. Villain Johnny Sorrow, who seems to be working for someone else, is following Sloan. In the midst of all this, we see flashbacks to the colonization of this Earth 2, and Alan Scott recruiting a paralyzed Dick to aid him in making the world a better place. Meanwhile, in the present, Johnny Sorrow tells the new Dark Knight that Terry Sloan belongs to forces darker than him. After Batman's brief conflict with Sorrow, Sloan makes his getaway while claiming that Overwatch has been compromised. Batman grapples onto the winged Sloan. Yet, Overwatch-One shakes him off allowing the Caped Crusader to fall and lose consciousness.

Terry Sloan has escaped from Batman. He is on a quest for the Source Vault to terraform New Earth 2 in order to make it like the original. He is also search for a Metahuman traitor who caused the refugee spaceships to crash land on the planet. Batman needs assistance looking for Sloan. Unfortunately, one of its two suns is red leaving Power Girl and Val-Zod, the new Superman, powerless. Huntress, the Flash and Jimmy Olsen help the new Dark Knight. Meanwhile, Wesley Dodds and his Sandmen aid Sloan in his mission. Yet, they may not realize the Overwatcher's true intentions. Having found the Source Vault on the TSS Endurance, Terry Sloan is about to press the button to activate the device when Batman confronts him.

Lois Lane, Earth 2's Red Tornado looks back on the days when she arrived on the new world with other Earth 2 refugees. She sees both the good and the bad in everyone she encounters and eventually locates a family's missing patriarch. Meanwhile, efforts to build new settlements and cities on the new Earth 2 go well as Val-Zod and Kara Zor-El create Neotropolis. And the Flash helps his mother construct a new home in Midwest City. Now, the metahumans must unite to find Overwatcher Terry Sloan, who has the all-powerful Source Vault. It's unknown what he wants to do with it, but there seems to be a superhuman traitor who sabotaged the main ship that arrived on new Earth 2. Whatever Sloan knows and his reasons for having the Source Vault could change the lives of everyone on new Earth 2 forever. Red Tornado is among the heroes aiding Batman in his hunt for Terry Sloan. She has her work cut out for her as Power Girl combats Superman. Something has happened to make her not want to see him again. However, there's little time to work out their differences. Wolf-like monsters created by the Source Vault attack the superheroes. Red Tornado destroys some of them while Green Lantern shuts things down and shields the planet. Yet, neither she nor her allies are any closer to having any answers to their questions in their search for Sloan. Will they get any information or find Terry Sloan, or will the Source Vault devastate all life on new Earth 2? Someone has murdered Terry Sloan. Whoever did it also took the Source Vault from his dead hands. The world's superheroes must find the culprit. Otherwise, all of new Earth 2 could suffer the same fate as its predecessor.

Val-Zod, Earth 2's new Superman has been hiding in Nexus, a city he's been building. Dick Grayson believes that the Man of Steel murdered Terry Sloan until the truth is revealed. Superman and Power Girl were investigating a bombing when Wesley Dodd's Sandmen were asking for a crowd to disperse after Anarky disappeared from the scene. Knocking out the Sandman, the pair of Kryptonians use his teleporter to go to TSS Overwatch-One to confront Sloan. They find that he's been using the Source Vault to terraform the ship and create new life forms. That isn't the only shocking thing Kara learns. Sloan has revealed that Val-Zod had learned to detonate the fire pits from the war with Apokolips by building them. These were the same fire pits in which Kal-El, the original Superman and Power Girl's father, had lost his life. In spite of the red sun being the dominant one at the time, (New Earth 2 orbits two stars - one red, and the other yellow). Kara leaves Val behind. Both Superpeople have broken hearts, and the new Superman has the blood of millions on his hands. For this reason he is in exile and vows to never take a life. This is what has been told to Batman and the Flash. Batman is asking Superman to help find Terry Sloan's killer. Yet before the Last Son of Krypton and the Flash can decide to aid the Dark Knight, Mister Terrific radios with a new problem. Overwatch-One has been hacked. Its engines are disabled, and the ship is on a collision course with New Earth 2's Neotropolis.

As the Flash, Batman and Superman attempt to come up with a plan to stop Overwatch-One's collision with Neotropolis, readers are given a flashback to Jay Garrick's lifestyle as the fame of being the one who helped build New Earth 2's settlements goes to his head a bit. Hard drinking is among the nineteen year-old's vices as he is approached by Jimmy Olsen, who has become a god. Olsen is unsuccessful at making the Flash his ally as the Fastest Man Alive realizes that he has to change. Returning to the present on Overwatch-One, the Flash needs Superman to remove Batman's exoskeleton as he runs to help stop Neotropolis' destruction. Though the vessel's trajectory has changed, there is no time to celebrate. Batman understands who is behind this insidious attack. The same energy signature that was on Terry Sloan's corpse is in Overwatch-One. However, we never get to know who the Dark Knight thinks is the culprit. The last page shows Jimmy Olsen, who intends to have others in New Gotham activate the Source Vault.
